The public sphere is undergoing profound changes that are shaping its meaning and significance in many areas of collective life, including those relating to the role and responsibility of urban planning, planning practices, and the design and governance of cities and territories.
Publicness is the term that effectively summarises a complex and heterogeneous set of aspects that define the “condition of being public” and which today appears increasingly eroded by multiple and divergent social, political, economic, demographic and climatic factors that have significant consequences on the forms of public action, its objectives, target audiences, areas of application, and even the nature of spaces and services.
Placing publicness and the different meanings of the condition of being public at the centre of the debate means reflecting on the very meaning of urban planning. It means bringing the political dimension back to the centre of the debate on urban planning, first and foremost, but also the economic and managerial dimensions, which are unavoidable when the goal is to promote long-term environmental, economic and social equity and sustainability.
The contributions were presented in Session 6. Publicness as risk management and environmental and territorial care.
The session analyses the concept of publicness in relation to the management of natural, anthropogenic and climate risks and land care. It aims to promote debate on the public role in integrated and participatory planning, in order to reduce risks and improve resilience through governance, shared knowledge and effective implementation of plans.
